Elsie Thurman started Land Use Planning & Zoning Services (LUPZ) in 2010 to help facilitate landowners or potential businesses in rezoning and/or permitting their property. Before 2010, Ms. Thurman worked for K&L Gates LLP, under the land use section as a paralegal specializing in the land development and real estate practice areas. Ms. Thurman has participated in a variety of planning, zoning, and permitting projects in numerous Texas cities and counties. This combination of land development and project management experience provides practical and regulatory expertise. Ms. Thurman secured the Dallas ISD 2020 Bond Program Contract for Zoning and Permitting services.
